My Windows Smartscreen Can't Be Reached

I am looking to fix Windows smartscreen can’t be reached Error. I have tried a few steps but unable to get rid of it. Any proven method? Windows SmartScreen feature is apparently blocking Microsoft’s own apps from opening and causing the error especially in windows 8. I typed the error i saw on the screen and posted. On Googling the problem, the steps seem similar in each link so give those a try.

Your Internet connection is obviously okay as you were able to post on here, but as a double check, open a Command Prompt (Admin) or Powershell Admin and enter these cmds -

netsh winsock reset

netsh int ip reset restlog.txt

ipconfig /release

ipconfig /renew

ipconfig /flushdns

ipconfig /registerdns

shutdown /r /t 00

Then see if you get the same error after the reboot.
