I have attempted to load IE9 several times into Vista to no avail. Any help please.

Going to need more info than that lol :-)

What happens when you try to install IE 9? And what have you dont so far to try and fix it?

I think you need service pack 2 installed for IE 9 in vista...if memory serves correct.
