Unable to turn windows firewall on or get windows updates

I am not getting updates from Windows and if i try to use 'Windows update' on Windows 7, I just get you have to reboot and if it reboots I get the same message.

I removed Norton and installed Windows Essentials but am unable to turn on the firewall.  I have tried multiple fixes including the 'Tweek windows repair, microsoftfix-it, malware by antimalware and non of them completed or worked. 

I have also checked the registry for BFF and every other thing I have found to try.  Nothing is working.  Any ideas?

Which repairs in my repair program did you run, and can you post a screen shot of the error your getting with Windows updates?
