Missing File: TweakingImgCtl.ocx

Boggin:
Shane modified 3.9.4 so that error won't occur again, so if you were still getting that error, you can reinstall WR - although there's been no change to the version number but if you copied that .ocx file then there would be no need.

I upgraded before I saw the threads to report it to Shane but I didn't get the error and when I checked, I already had the file where it should be.
