I did this yesterday afternoon and the problem still exists.I have the Pro version of the tweaking repair tool and ran all repairs in safe mode and it doesn't appear that anything with fixed that I can tell. Any other ideas? I really don't want to do a complete reinstallation of everything although I'm afraid if I went and up having to do.

It's possible that a repair install may fix the problem as long as it isn't a program that is causing the problem as a repair install doesn't affect personal stuff or installed programs.
To perform a repair install you will need Win 10 install media which you can create after reading - https://www.microsoft.com/en-gb/software-download/windows10
You could once put this onto a DVD but you now need an USB of at least 8GB in size.
When you've done that, open Windows/File Explorer - This PC and with the install USB plugged in, double click on its drive.
This will open to its files where you then double click on Setup Application which will start the process.

Per your suggestion I just completed a repair install, I'll try running it for a couple days and let you know what I see!
