I did have KB2952664 installed, but have now removed it also.  Somehow I or Something removed I.E. from those locations.  The application still existed on the C: drive just no pointers.  That is why I tried a reinstall to rebuild what was missing.  It worked.
Tweaking.com seemed to clear up what else was missing.

Thank you for all the assistance.  I was able to Install I.E. and my Quicken works again.  Installing Net Framework 4.6.1 seems to have re-installed Silverlight.  I also removed all Windows Updates for 2018. I am using the information in AskWoody to determine what Updates are safe.  There aren't many.

I don't remember how I cleaned them up, but they weren't used so I cleaned them out for the space.  I know it wasn't much, but every little bit helps on a SSD.
I don't have SCFix.exe.  Where can I get it?  What does it do in relation to SCF?

GREAT RESPONSE.  I looked through the .txt and everything it could not repair were the samples Windows installs and I removed for video, music, etc.

New conditionWorking on an issue with Quicken and Windows 7 I needed to install Net Framework 4.6.1.  During a follow-on examination of the system I discovered Microsoft Silverlight is now in c:\Mats\...\Program Files(x86) with a date of 6/16/2018. Could this be related to installing .NET Framework 4.6.1?
I also cannot get into a CBS log the was created 6/22/2018 and is still active. SFC \Scannow said it found some files it could not fix and I am trying to see what they were?
When I have some time I will run Tweaking.com and see if it can fix them.

I was pointed to the following application and it worked perfectly, at least so far.  Cleaned up the Register and cleaned up the "Programs and Features' entry that had identified the issue.

A few years ago I managed to install Silverlight and Adobe Flash Player 11 Activex( I now have 29).  Neither one of them point to a file on C:. Recently I ran Wise Registry Cleaner and CCleaner(which I have used for years) and System Essentials and Tweaking.com.  I expected one of them to clean up the Register as the programs CAN'T be removed from the control panel.  I know that I could use Regedit and find the entries and delete from there, but I wonder why there is no program the realizes the entries don't point to an application.

Thanks for the response.  Sysnative cleaned up some of the files, but gave up.  We used SFCFix with files they supplied which worked.  There were just to many.  We used SFC \Scannow, Checksur(,Windows6.1-KB947821-v34-x64.msu), cleaned out DataStore, Tried DISM /Online /Cleanup-Image with /Scanhealth and /Checkhealth and /RestoreHealth but it won't run in Windows 7 Professional 64bit.  I also Ran Tweaking.com which did some cleanup as I recall. 
What did you mean with  "No - that repair section has since been closed"

I had the machine built 5 years ago and they used an OEM O.S.

I have been working for Months to allow Rollups to install. I have to go to the Security portion and install it.
I have been working with SysNative and we have been doing a lot of cleanup and building.
They have given up because of the number of missing System files. The following information from CHECKSUR.
Found 4391 errors
  CSI Manifest Missing Total count: 1670
  CSI C Mark Deployment Missing Total count: 8
  CSI Payload File Missing Total count: 2711
  CBS MUM Corrupt Total count: 2
TWEAKING.COM HAS helped in the past.  Can it do anything for the above issues?

It did fix 3 of 4 issues.  One fix had an error code of 0x80070490.  I will look into this when I have time.

As mentioned, I tried 3197868 on 11/30/2016 and it Reverted.  I looked into the CBS Log and wow I found the following which only a small portion of these errors.

Where would ALL these come from?

Since I found them I re-ran Tweaking.com.
Have not tried KB3197868 since then.

Device Manager shows ATI 0, ATI 1, Standard Dual Channel PCI IDE Controller.  All of them have 3 entries. Both Controllers and the SSD(which shows as an ATA Device) have the latest drivers, which go back to 2006.

I tried the install with everything turned off.  I believe I once tried it under Administrator with no luck.

Tried and got the same error.  With kb3187867 Security installed my machine should be safe, but what is the cause of the error and revert with 3197868?

Great access method.  Found the following in a previous attempt.
 
Windows failed to install the following update with error 0x80004005: November, 2016 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB3197868).

I am afraid this is the same error that has been floating around the forums.  I will still try again later today.
I have run SFC, Windows Recovery/Fixit, etc.  Maybe one of them cleaned up whatever causes the error. 
I will run Update and write and submit results.

With all the cleanup I have done lately, VIEW UPDATE HISTORY is empty.  I will try and run 3197868 and see what it shows.

I, and many others, have been chasing these rollups which end up Reverting the changes.  I did manage to install a piece of KB3197868 which was the security KB3197867.  I have run Microsoft's cleanup programs. I have run CCleaner, Malwarbytes, Tweaking AIO free.  I am having trouble downloading the Nov update to try again.  Have the Tweaking folks run into this with a solution?
