Mobile phone as a modem via USB

Brought a external USB BT dongle today.
8Ware V2.0 + EDR
Laptop reconized it when plug in & load a driver.
But nothing
tried the phone - to search for BT devices - nothing?
Where or how can I get to the USB device.
The notes below are from Device manager - Under other devices - Unknown Device!
General screen says drivers not installed for this device.

I have never used blue tooth to get internet through my phone, but I do have fellow techs who have and they always used apps on thier phones.
I am not sure how to get yours working with that phone. Even with bluetooth you normally need an app for it.

I have BT working on my Laptop.
Today I went and brought a USB BT dongle.
Nothing happened much when I plugged it in.
Windows said it was loading a driver, but then nothing much happened,
And the red light on the USB dongle then went out.
Well, yesterday, I downloaded

So today, I was messing about.. Pulled out the USB mouse dongle (BT)
Put the new USB BT dongle in the place of the mouse, again the machine went away and loaded drivers. But somewhere along the way, the machine started loading Toshiba drivers for Bluetooth.
Remember, I had already loaded Toshiba stacks earlier in the day.
The next thing, the Laptop is loading a whole bunch of drivers and system files.
And then, the Bluetooth Manager from Toshiba appears. Complete.
I can now communicate with the phone and back. I can see files in the Laptop from the phone.
The only issue I have now is with using the phone as a modem.
When it tries to connect it comes up with the following error message
error 692 = hardware failure in the device
I have phoned the phone service provider - useless
rang Samsung - they think I need drivers from a older system?? I wonder if its something simpler than that?

If I interrogate the modem (phone) using the windows Modem properties dialog box and go into Diagnostics,

Would there be a USB utility out there someplace?
I ask because if I connect my phone unsing USB - the phone recognizes the cable, but Windows comes up with an error message saying it does not recognize this device?
Anyone here know of a USB fix-it?
